It’ll clean the fish, eating things like loose scales and parasites. It’ll also pick up any detritus off the substrate and rocks. They can more-or-less take care of themselves.
If he’s hiding under the rocks, he might not see the flakes. Depending on where he is, he might not notice the pellets either (especially if your fish, like mine, eat them before they hit the bottom of the tank). Naturally, he isn’t going to race through the tank for food that he hasn’t noticed.
They are scavengers, and will pick at food remains and some detritus. Have you tried placing pellets very close to it? Mine would come out of hiding and devour a pellet if I placed it very close to him.
if it will let you get close enough….take a pellet and touch its antenna with it
you don’t need to feed shrimp. they will either scavenge for food or clean fish (depending on species of shrimp). however, most shrimp will eat whatever you feed to the tank if they are hungry. you might want to try feeding your tank frozen foods and see how the shrimp reacts.
Try feeding it some frozen meaty foods that are readily available at any fish store.. Salt water fish in general do not do well on a diet of just flake or pellet. They need things like mysisi shrimp, clam, squid etc. Some salt water fish also require a form of algae that you can also get at the fish store
